Country filter (centres)

• Satellite option: mindful_events_sync_reference_pull_country_id
• Compared to hub organiser meta centre_country (MECA country post ID)
• Hub API supports ?country_id= on GET /v2/reference/tribe_organizer to reduce bandwidth
• Hub rows with empty centre_country still import when a filter is set (permissive)
• Skipped centres are not deleted locally on re-pull
